Detailed Rules for Degree Granting of Dalian Institute of Chemical Physics, Chinese Academy of Sciences

According to the "Regulations of the People's Republic of China on Degrees", "Interim Measures for the Implementation of the Regulations of the People's Republic of China on Degrees", "Detailed Rules for the Award of Degrees of the University of Chinese Academy of Sciences", and combined with the actual situation of our institute, these detailed rules are specially formulated.

first basic principle

1. Graduate students who have passed the qualification examination of the Graduate Department can apply for a degree to the degree evaluation committee of the institute. Degree applicants are not allowed to apply for the same degree to other degree-granting institutions at the same time after the degree application is accepted by our institute.

2. The degree application materials should be submitted to the Graduate Division at least 30 days before the thesis defense.

3. After the expert review and public defense are passed, the degree applicant will be awarded a degree by the degree evaluation committee of our institute in the preliminary review, and the degree will be awarded by the degree evaluation committee of the University of Chinese Academy of Sciences in the final review.

Article 2 Qualification Examination

1. Ideological and political quality

Degree applicants need to support the Constitution of the People's Republic of China, support the socialist system, abide by laws and regulations, have patriotism, a sense of social responsibility, and have good scientific ethics and scientific spirit.

2. Course study and compulsory link requirements

Referring to the "Administrative Regulations on Postgraduate Course Study of the University of Chinese Academy of Sciences" and the "Master 's / Ph.D. Postgraduate Training Program of Dalian Institute of Chemical Physics, Chinese Academy of Sciences", degree applicants need to complete the professional courses and compulsory links of this discipline, and pass the grades.

3. Academic level

Applicants for a master's degree are required to master solid basic theory and systematic expertise, advanced technical methods and means in the subject; have the ability to engage in scientific research work or independently undertake specialized technical work.

Doctoral degree applicants are required to master solid and broad basic theories and systematic and in-depth specialized knowledge in the subject; have the ability to independently engage in scientific research; and make creative achievements in science or expertise.

4. Scientific research achievements

When the scientific research achievements of the co-first author are used for the degree application, the degree applicant and supervisor shall explain the contribution of the scientific research achievements and the reasons for the cooperation.

Master's degree applicants must publish (or be accepted for publication) research academic papers in the core journals of the discipline with themselves as the first author (not counting the signature of the supervisor). The first property rights unit of scientific research achievements should be our institute, and published articles must be signed by the University of Chinese Academy of Sciences .

Doctoral degree applicants must publish (or be accepted for publication) 3 or more research academic papers (including 3 papers) in the core journals of the discipline with themselves as the first author (not counting the signature of the supervisor ) , or 2 Research papers and 1 invention patent. Among them, at least 1 research academic paper was published in an English-language journal. Published research papers must be signed by the University of Chinese Academy of Sciences . At least 2 first property rights units of scientific research achievements are our institute. If the work in the research field does not meet the above requirements, the degree applicant needs to fill in the application form, with the consent of the supervisor and three peer experts inside and outside the institute designated by the person in charge of the subject or the director of the degree evaluation committee. After the approval of the director of the academic degree evaluation committee, the dissertation submission, defense and degree application can be carried out.

Regardless of the form of scientific research achievements, they must be scientific research achievements related to the content of the dissertation during the applicant's study period.

5. Dissertation

The dissertation should be completed independently by the degree applicant under the guidance of the supervisor, and should reflect the academic level, innovation and workload of the corresponding degree application. The content and format of the dissertation should comply with the relevant provisions of the "Guiding Opinions on Writing Normative Dissertations for Graduate Degree Dissertations of the University of Chinese Academy of Sciences". The number of signed supervisors for the thesis shall not exceed two. Degree applicants should complete the opening report and mid-term assessment in the discipline applying for the degree before and during the dissertation work.

Article 3 Paper Review

Before the dissertation is submitted for review, it must be reviewed at all levels. The supervisor will review the content, workload, innovation of the thesis and the relevance of the scientific research results applied for the degree to the dissertation, and designate a person to review the format of the thesis; Review; the Graduate Department is responsible for the compliance review of academic achievements and the review of papers. Degree applicants are required to submit relevant forms at the same time (for details, please refer to "Thesis Defense Process of Dalian Institute of Chemical Physics").

1. Requirements for paper reviewers

Degree applicants' supervisors cannot serve as reviewers. Reviewers should write detailed academic comments on the dissertation for the reference of the dissertation defense committee.

The master's thesis should be anonymously reviewed by more than 3 (including 3 ) peer experts. The reviewers should be associate professors, professors or other experts with equivalent professional and technical positions, including at least 1 peer expert from outside institutions. The reviewers of the master's thesis with equivalent academic strength should include at least one expert from outside our institute and the applicant's unit; the reviewer of the master's degree thesis should include an expert from the company or the actual work department.

Doctoral dissertations should be anonymously reviewed by more than 5 (including 5 ) peer experts. The reviewers should be professors or experts with equivalent professional and technical positions (including peer experts with doctoral supervisor qualifications), including at least 2 peer experts . Peer experts from foreign units. The reviewers for doctoral dissertations with equivalent academic qualifications should include at least 3 experts from outside our institute and the applicant's institution.

2. Requirements for anonymous review of papers

For dissertations used for anonymous review, degree applicants must remain anonymous before submitting. The submitted dissertation shall not display the names of the degree applicants and their advisors, and hide all content that may reflect the information of the advisors and the degree applicants, such as: "Thanks" should be deleted, "Research results during the study of the degree" Only the title and publication name, volume and issue of published papers are reserved.

3. Review method

The dissertation evaluation system is adopted, and the Graduate Department will organize the dissertation communication evaluation. The communication evaluation period is generally 30 days.

4. Confidential paper review

For papers that need to be kept confidential, the supervisor shall submit an application, and after the person in charge of the discipline site signs the opinion, it shall be reported to the Graduate Department for review and recordation.

5. Review comments processing

Master Thesis

( 1 ) When all the review conclusions are "Agree to the defense", the degree applicant can directly enter the defense after being approved by the Graduate Department.

( 2 ) When the conclusion of the review is "defense after revision", the degree applicant should revise the dissertation according to the review comments and provide a description of the revision of the dissertation signed by the supervisor. After the reviewer agrees, the applicant can enter the defense.

( 3 ) When there is one or more review comments with a grade of "Medium", the degree applicant should revise the thesis according to the review comments, provide a description of the revision of the degree thesis signed by the supervisor, and resubmit it to the reviewer, while adding an anonymous copy. After reviewing and obtaining a score of "good" or above, you can enter the defense stage.

( 4 ) When a review conclusion is "disagree with the defense", the defense shall not be entered, and the degree application shall be terminated. Degree applicants must re-write their dissertation, and can re-apply for review 3 months after receiving the review comments. During the retrial, these rules will still be implemented. Those who fail to pass the re-examination will not be allowed to apply for dissertation defense again.

doctoral dissertation

( 3 ) When there is one or more review comments with a grade of "general", the doctoral degree applicant should revise the dissertation according to the review comments, provide a description of the revision of the dissertation signed by the supervisor, and resubmit it to the reviewers, and add one more copy at the same time. Review anonymously and get a score above "good" before entering the defense.

( 4 ) When one of the 5 review conclusions and the review conclusions with additional review is "disagree with the defense", the defense will not be entered, and the degree application will be terminated. Degree applicants must re-write their dissertation, and can re-submit their application for review 3 months after receiving the review comments. During the retrial, these rules will still be implemented. Those who fail to pass the re-examination will not be allowed to apply for dissertation defense again.

6. Other review requirements

During the review period, the degree applicants will not be inquired or urged by the Graduate Department, and the Graduate Department will promptly announce the review status through the Graduate Management Information System or other means. Degree applicants and their supervisors shall not inquire about or confirm the names, units and other information of reviewing experts, and shall not attempt to influence the reviewing opinions of experts. Degree applicants should complete the revision of the thesis according to the review comments, and the thesis defense can only be conducted after being reviewed by the supervisor.

Article 4 Thesis Defense

1. Composition of the defense committee

Master's defense

The defense committee is composed of 3 to 5 associate professors, professors or other experts with equivalent professional and technical positions in the subject field ( 5 to 7 for the same academic level), and the members should include at least one expert from outside the unit in addition to the expert from the unit. More than two-thirds of the members of the defense committee are required to be postgraduate tutors. The degree applicant's tutor should attend the defense meeting, introduce the degree applicant's situation during the discussion of the defense committee, and then withdraw.

PhD defense

The defense committee is composed of 5 to 7 researchers (professors) or experts with equivalent titles in the discipline ( 7 to 9 for the same academic level), and the members should include at least 2 experts from other institutions in addition to the experts from the unit. In addition to experts from our institute and the unit, the members of the defense committee for doctoral dissertation with equivalent academic strength should include at least 2 experts from outside the applicant's unit. The number of doctoral supervisors among the members of the defense committee shall not be less than two-thirds. The chairman of the defense committee must be a doctoral supervisor. The degree applicant's tutor should attend the defense meeting, introduce the degree applicant's situation during the discussion of the defense committee, and then withdraw.

2. Thesis defense

The defense committee shall have one secretary . The secretary of the defense committee should be a person with a strong sense of responsibility, work conscientiously, and have an intermediate or above professional title or a senior graduate student. The defense secretary participates in the whole process of the defense, and makes objective and detailed records of the defense committee's questions, the respondent's answers, and the defense committee's resolutions during the defense. The answering secretary has no voting rights.

The defense committee conducts a comprehensive evaluation based on the level of the dissertation and the situation of the defense, and votes by secret ballot. Only when two-thirds (including two-thirds) of the whole group approve it can it make a resolution recommending the award of a degree. If the defense of the master's thesis is not passed, but with the consent of more than half of the defense committee members, a decision to revise the thesis and re-defense can be made within six months to one year. If the doctoral dissertation defense is not passed, but with the approval of more than half of the defense committee members, a decision to revise the dissertation and re-defense can be made after half a year to two years.

If the first defense is not passed, and the re-defense is still unqualified, or the thesis revision is not completed within the time limit, or the defense committee does not agree to re-defense, the degree application will generally not be accepted.

3. The final version of the paper

After the defense, the degree applicant revises the dissertation based on the opinions of the defense committee. The final version of the dissertation signed by the supervisor and the revised dissertation are printed and sent to the Graduate Department for review.

Article 5 Award of Degrees

After a degree applicant passes the thesis defense, he or she needs to collect all the degree application materials and defense materials to the Graduate Department, and complete the information filling in the graduate application system of UCAS .

The degree evaluation committee of the institute holds plenary meetings in June and December every year (the specific time depends on the holding time of the UCAS degree evaluation committee) to discuss the applicant's degree application and vote by secret ballot. Only half of the votes are passed before a decision to award a degree can be made.

The degree application information is submitted by the Graduate Department to the University of Chinese Academy of Sciences Degree Evaluation Committee for final approval, and the degree is awarded.

Article 6 Postgraduate and direct doctoral students apply for a master's degree

After two years of continuous postgraduate study and transfer to doctoral degree, if the direct doctoral student does not meet the training requirements for doctoral students after four years of enrollment, and cannot complete the doctoral dissertation within the longest study period, I can apply for termination of the doctoral training program. The supervisor agrees to apply for a master's degree in accordance with the specific requirements for master's training after the application for the approval of the degree evaluation committee of the institute, and complete the master's thesis defense within 1 year after transfer to the master's degree.

The Doctoral Dissertation Defense Committee believes that although the dissertation of a doctoral degree applicant has not reached the level of a doctoral dissertation, but has reached the level of a master's degree, it can make a decision to recommend the award of a master's degree. Applicants must submit a master's thesis and relevant application materials again in accordance with the requirements for applying for a master's degree, and submit them to the degree evaluation committees at all levels for deliberation.

If the doctoral dissertation defense committee has made a decision to pass the doctoral dissertation defense, and the applicant has obtained the doctoral graduation certificate, he can no longer apply for a master's degree.

Article 7 Supplementary Provisions

The right to interpret these working rules belongs to the Academic Degree Evaluation Committee of the Institute, and the Graduate Department is responsible for the interpretation. These rules shall come into force from the date of issuance. The original working rules are repealed at the same time.
