Section I General Principles

1. In order to respond “One Belt One Road” development strategy, to attract international students devoted themselves in conducting scientific research, to improve our education quality for international students; meanwhile, in order to improve the scientific and technological innovation ability and regional development capacity in developing countries, to support international talent training, according to “CAS-TWAS President’s Fellowship Programme for Doctoral Candidates”, “Chinese Government Scholarship-Chinese University Program for Graduate Study at UCAS”, “UCAS Scholarship for International Students”, considering the actual situation of our institute, detailed rules have been specified here.

Section II Scholarships and Qualification

2. There are 4 international student scholarships programs: “CAS-TWAS President’s Fellowship Programme for Doctoral Candidates” (CAS-TWAS program for abbr.), “Chinese Government Scholarship-Chinese University Program for Graduate Study at UCAS” (CSC program for abbr.), “UCAS Scholarship for International Students” (UCAS program for abbr.), “DICP Scholarship for International Students” (DICP program for abbr.).

3. Sources of financial support for international student scholarships include UCAS funding, DICP funding (living expenses subsidies, meals subsidies, named fellowships), group subsidies, other subsidies (travel grant for the first time coming to China, insurance fund, accommodation during Beijing, accommodation allowance, tuition fees and application fees).

4. “CAS-TWAS program”, “DICP program” support the student studying for the Ph.D. degree. “CSC program”, “UCAS program” support the international student studying for master''''s or Ph.D. degree.

5. To apply for scholarships, the following conditions are required：

5.1. Non-Chinese citizens.

5.2. Healthy and well-conducted.

5.3. Master’s degree candidates must hold a bachelor’s degree before school start. Doctoral candidates must hold a Master’s degree before school start.

5.4. Need to have a higher level of English.

Section III Distribution Standard

6. “CAS-TWAS program” scholarship duration for doctoral students is 3-4 years. Scholarship before the doctoral qualifications exam is RMB 7000/month, scholarship after the doctoral qualifications exam is RMB 8000/month, tuition and application fees are free of charge. Candidates can claim for the travel grant for the first time leaving for China.

7. “CSC program” scholarship duration for master’s students is 2-3 years, financial support consists of RMB 3000/month from UCAS, RMB 500-1000/month from group, tuition and fees are free. For those who choose to live outside UCAS campus with UCAS approval in advance, they will be entitled to have an accommodation allowance of RMB 700/month for Master’s students. The insurance would be purchased by the Ministry of Education for awardees.

8. “CSC program” scholarship duration for doctoral students is 3 years, financial support consists of RMB 3500/month from UCAS, RMB 1200/month from DICP, RMB 1000-2300/month from group, tuition and application fees are free. For those who choose to live outside UCAS campus with UCAS approval in advance, they will be entitled to an accommodation allowance of RMB 1000/month for doctoral students. The insurance would be purchased by the Ministry of Education for awardees.

9. “UCAS program” scholarship duration for master’s students is 3 years, financial support consists of RMB 2000/month from UCAS, RMB 500/month from DICP, RMB 500-1000/month from group, tuition is waived.

10. “UCAS program” scholarship duration for doctoral students is 3 years, financial support consists of RMB 2500/month from UCAS, RMB 1200/month from DICP, RMB 1000-2300/month from group, tuition is waived.

11. “DICP program” scholarship duration for doctoral students is 3 years，financial support consists of RMB 2300/month from DICP, RMB 1000-2300/month from group, tuition is waived.

12. Detailed grade line for each scholarship program refers to “Scholarship structure and standards in Dalian Institute of Chemical Physics, Chinese Academy of Sciences” (Attachment 1).

13. “Meals Subsidized” is for the students in the DICP campus, RMB 200/month from DICP.

14. “Named Fellowship” is for the students whose moral behavior, academic record and innovation contribution are outstanding. International students enjoy equal rights as Chinese students; detailed standard of “Named Fellowship” determined by the corresponding unites who set it.

Section IV Review

15. “CAS-TWAS program”, “CSC program”, “UCAS program”, “DICP program” are applied by the candidates, accepted by the professor. According to the application will of candidates and acceptation opinions of professor, graduate education department organized “Scholarship review committee” of DICP, review and evaluate candidates. Graduate education department presents the results from “Scholarship review committee” of DICP to UCAS, and finally approved by UCAS.

Section V Scholarship Termination

16. During the suspension, retain one''''s status as a student, and leave China, all kinds of scholarship for the student should be suspended.

17. If student fails in the exam, doesn’t finish required credit, doesn’t finish compulsory tasks (opening report, interim report), subsistence allowances in DICP support should be suspended, If student passes the make-up exam, completes the required credits and finishes the compulsory tasks, subsistence allowances in DICP support can be re applied.

18. Student who breaks “The student management rules of UCAS”, “The regulations for the institutions of higher learning to accept foreign students”, “To recruit and train international students” or the relevant management rules of institute and takes disciplinary action, named fellowships cannot be applied for on years, and DICP support should be suspended. Student who has already got scholarship above mentioned, scholarship should be suspended when he takes disciplinary action.

Section VI Funds Management

19. Superviser is responsible for “Group support”, in accordance of DICP management rules.

Section VII Appendix

20. The rules above are written in English version and Chinese version. In case of any discrepancies between the different versions, the Chinese version shall prevail, and interpreted by graduate education department.
